The first batch of central ecological environmental protection inspectors in the second round will be fully launched. On July 8, the Ministry of Ecology and Environment announced that eight central environmental protection inspection teams have been set up to carry out the work of six provinces (cities) and two central enterprises in Shanghai, Fujian, Hainan, Chongqing, Gansu and Qinghai. The inspector stationed in the work. The time of arrival is about one month.
It is worth noting that this is the first time that the Central Ecological Environmental Protection Inspector Group has entered the central enterprises. At the end of last year, Liu Changgen, executive deputy director of the Central Ecological Environmental Protection Inspector Office, said: "In 2019, the second round of central ecological environmental protection routine inspections will be completed in about three years, and the relevant departments of the State Council and the ecological and environmental protection tasks will be heavier. The central enterprise is included in the inspector."
The two central enterprises listed on the list of inspectors are China Minmetals Corporation and China National Chemical Corporation. According to the Beijing Business Daily reporter, China Minmetals and China Chemicals Subsidiary were previously notified by name. Among them, dozens of environmental violations committed by China Minmetals have not been investigated and punished according to law. Shandong Changyi Petrochemical, a subsidiary of China National Chemical Corporation, is suspected of illegally producing and selling the country's ordinary diesel, but the company refused to cooperate with the investigation and even temporarily made up relevant records.
Lan Hong, a professor at the School of the Environment at Renmin University of China, said that China Minmetals and China Chemical's subordinate companies are involved in pollution incidents on the one hand because of the economic interests involved, and the implementation of environmental regulations is not easy. In this case, surprise inspections or occasionally Rectification is not a long-term policy; secondly, under the stimulus of economic interests, it is expected that the local government departments will not be strict at this stage. After all, these industrial central enterprises are taxpayers. Therefore, it is imperative to establish long-term follow-up and return visits.
According to the Ministry of Ecology and Environment, the inspector’s work will focus on seven categories of matters for central enterprises, including the central ecological environmental protection inspectors, as well as other major inspectors’ inspections and problems, and the implementation of rectification of central media exposure issues. Situation, construction and operation of long-term mechanism, etc.
